What is law concerning child visitation to "where the parties may agree" in Michigan?

In Michigan, if the parents have a visitation order "to where the parties may agree" and the custodial parent is denying visitation, what is the law concerning this? Furthermore, what is the penalty if any? Also, if court proceedings take place to have stipulated visitation, what would the non-custodial parent need to bring to and/or prove in court?
