You should also visit your city's site because municipalities may have their own laws.
My guess is that your cat probably is required by law to have either the regular rabies vaccine every year or the 3-year vaccine every three.
If it is the 3-year, you will need to have the cat vaccinated, then vaccinated again less than 365 days after the first vaccine. The every three year kicks in after that.
Make sure you inform the vet that your intention is to have the cat on a 3-year schedule if that's what you want.
Also be aware that some vets lie. I was lied to by two different vets about the rabies vaccine law in my state.
If, as I assume, you want your cat to have fewer vaccines, you can also go to a holistic vet that does titration testing for immunity. I am not sure how it works, but I believe that you get some certification that your cat's titer of rabies antibodies is above a certain level and that it is immune. But you can only pursue that course if you get the initial vaccine done. Otherwise your cat has no immunity to rabies.

Laws about whether a cat is innoculated for rabies is by CITY - not State. So check with your local animal control and find it is required. You should have licensed your pet with your city and they would have let you know whether or not rabies is required.
