My works offical procedure guide says that for a minor misconduct such as this:
1. verbal warning by 1st line manager
2. written warning by 1st line manager only
3. written warning by 2nd line manager
4. dismissal
now I was given a verbal warning after my 1st written warning given by my 2nd line manager. does this make my written warning void because:
1. it was conducted by 2nd line manager
2. because i should have been given verbal warning first
and if so, what is the law for this procedural mistake.

The process is described in your employee manual. There is no law for how a company handles discipline policies. If you are in a union, then there are procedures set forth that the company must abide by. You deserve a written warning, you were told once not to make personal phone calls on company time and you went ahead and did it again. If you really were a valued employee, they probably would not have made a big deal about it.
If you are asking if you can go to HR and ask that the warning be removed, the answer is yes you can, but they are in no way obligated to do so, and most likely won't.
There may have been reasons for the other person to have done the warning.
If you are wondering if you can avoid being fired by using these 'technicalities', the answer is no.

lol you broke the same rule twice, then think oh well if I can not make personal calls then I am going to be ok copying personal documents at work and now wonder how to get out of things.......
Hate to be the bearer of bad news but you are not the sterling employer you seem to think you are and THEY are getting their ducks in a row to fire you with just cause and thus stop you from being able to claim unemployment.
Do NOT see a dang thing they did wrong, you on the other hand...............
There is no law for this. It's an employer policy, not something set in stone. If they want to fire you after the first time for printing out something, they are legally allowed to do so.

Years ago we only got two warnings. The first verbal (by your immediate boss but it went in the file anyway) and the second was getting called into the office of the personnel director and told "this is a warning and one more time and you're out immediately". Emergency calls were permitted at any time, and other calls were made on breaks or lunch (or before you started work or at the end of the day after you'd clocked out...and we had phones you could leave a detailed message on, so no one had to contact you during work).
No matter what the procedure is let me say that they are aware and plan to make a big deal out of it. Just don't do it again. and if you plan to do it again you best be prepared with resume in hand and on your way to drop that resume off take a couple hours off and stop at the food stamps office to sign up.

for personal tihs,UNLESS an emergency exists,you are being unreasonable and your gig is in jeopardy
